Trade license in the Czech Republic: how foreigners get one in 2026

A Czech trade license (živnostenské oprávnění) is the authorization most self-employed people need to do business in the Czech Republic: the state fee is CZK 1,000 and the trade office registers you within 5 working days. EU, EEA and Swiss citizens register on essentially the same footing as Czechs; third-country nationals must also document a visa over 90 days or a long-term residence permit. This guide covers the trade types, the documents per citizenship category and the duties that start immediately after.

Who needs a trade license — and who can get one

Trades are governed by Act No. 455/1991 Coll., the Trade Licensing Act (živnostenský zákon), and may be run by natural or legal persons. A person without permanent residence (trvalý pobyt) in Czechia may operate a trade under the same conditions and scope as a Czech person, unless the Act says otherwise.

The official guidance treats as EU-equivalent not only EU, EEA and Swiss citizens but also their family members, family members of persons with permanent residence, third-country nationals with EU long-term-resident status, EU Blue Card holders and persons granted international protection. Everyone else counts as a third-country national (občan třetího státu) with extra document requirements described below.

There are only two general conditions for everyone: full legal capacity and a clean record (bezúhonnost). Only final convictions for intentional crimes committed in connection with business — or with the specific activity you are notifying — destroy bezúhonnost.

The four types of trades

If you do not meet the qualification for a craft, bound or concession trade, you can still run it by appointing an odpovědný zástupce (responsible representative) who meets both the general and professional conditions. The representative is in a contractual relationship with you, must consent to the appointment in writing, and no one may hold the role for more than four entrepreneurs. For concessions, the appointment needs prior approval.

The license follows the residence permit. A trade authorization issued to a third-country national for a fixed period lapses by law when the permit expires. To continue without interruption, present the renewed residence document to the trade office — if the authorization has already lapsed, you must notify the trade again after renewing your residence.

A long-term residence permit for business purposes (povolení k dlouhodobému pobytu za účelem podnikání) is available to holders of a long-term business visa, or to holders of another long-term permit after more than 5 years of continuous residence. It is issued for up to 2 years, renewable, with a CZK 2,500 fee; documents include the trade or commercial register extract, proof of funds, health insurance and accommodation. The employee card's official purpose of stay is employment — if you plan to run a trade alongside one, have your specific situation checked before filing rather than assuming it works.

How to get the license, step by step

    Check the trade type and your qualification

    A free trade (živnost volná) with 82 fields of activity needs no professional qualification. Craft (řemeslná), bound (vázaná) and concession (koncesovaná) trades require qualifications — or a responsible representative (odpovědný zástupce) who has them.

  2. 02

    Collect the documents for your citizenship category

    A criminal-record extract no older than 3 months is the core document. Third-country nationals add a certified Czech translation, official authentication of signatures and stamps, and proof of a visa over 90 days or a long-term residence permit.

  3. 03

    File the JRF at any trade office

    The single registration form (jednotný registrační formulář) covers the trade office and can notify ČSSZ and your health insurer at the same time. File in person at any municipal trade office, electronically to the trade register, via data box, or through Czech POINT.

  4. 04

    Pay the fee and wait for the register entry

    CZK 1,000 for the first trade notification (CZK 800 fully electronically), CZK 500 for further ones. Notification trades can be operated from the day of a complete notification; the register entry with your IČO follows within 5 working days.

  5. 05

    Handle the follow-up duties

    Income-tax registration was abolished for individuals in 2024, but you must notify ČSSZ within 15 days of starting and your health insurer within 8 days. Health advances start right away; new OSVČ who began after 31 December 2024 pay no social advances for the first two calendar years.

You can file at any municipal trade office in the country, electronically to the trade register application, via your data box, or through a Czech POINT office. The JRF single registration form also carries the ČSSZ notification of starting self-employment and the health-insurer notification — but not tax registrations, which run on separate Ministry of Finance forms where still relevant.

After the license: the duties start immediately

  • Income tax: since 1 January 2024 individuals no longer register for personal income tax — the obligation was abolished and existing registrations were cancelled by law.
  • ČSSZ (social security): notify the start of self-employment within 15 days of the day the activity begins; the JRF at the trade office is an accepted channel.
  • Health insurer: notify within 8 days of starting. Merely holding the license is not "starting" — the activity begins with income-seeking acts.
  • Advances: in 2026 the minimum monthly social-insurance advance for a main activity is CZK 5,720 (CZK 5,005 from July), reduced to CZK 3,575 for new OSVČ — and an OSVČ who started after 31 December 2024 and had not run the activity in the previous 5 years is exempt from advances entirely in the first two calendar years, settling insurance via the annual overview. One nuance matters for non-EU founders: participation in Czech public health insurance is tied to permanent residence or employment by a Czech employer. EU, EEA and Swiss citizens enter the public system through self-employment; third-country nationals without permanent residence generally do not — they participate through employment, and otherwise arrange commercial health insurance.

How much does a Czech trade license cost?

The administrative fee is CZK 1,000 for the first trade notification and CZK 500 for further notifications. Filing fully electronically is cheaper: CZK 800 for the first and CZK 400 for further ones. Filing through a Czech POINT contact office adds a CZK 50 surcharge.

How long does it take to get a Czech trade license?
